Coil whine?

4070ti super they sent me as an RMA, at least the fan works (lol) but this one seems to be very ... buzzy at 120 fps. Are they all like this or would you send it back? Limiting to 60fps does reduce it but I'd rather not do that. For some reason the sound is most noticeable on my phone, I think it's the recording.
