Noticing some stuttering and the system sometimes locks up for 2 seconds so I'm looking for a potential upgrade.

Ditch those ram and just use two sticks kits. Try to OC and undervolt both gpu and cpu. Also clean up your OS background apps. There might be unnecessary bloatware apps or apps you don't use or need.

You could buy a Ryzen 7 5700x3d, that has huge performance boost in gaming but a little bit sacrificial on other non gaming app. But that's the "End" of AM4, that is why you could go on a AM5 Ryzen 5 7600x and later upgrade to a X3D down the road, because the AM5 Platform is still being updated and you can expect newer processors in the future.
