At that price point for that use case I'd say just get a basic pre-built NAS from e.g. Synology. ~$200 will get you an enclosure, then another $100 or so on a high capacity HDD. They use very little power too, being small and hyper-focused on a specific use.

Will you be planning to upgrade your storage down the line? one of my builds above were good (though you don't need 16GB of ram for it, then again, RAM is so cheap)

Maybe this is all just a idea for a present for my parents(they use google photos) and I just want to scratch that pc building itch

Just saying your gonna have to support it now. 

 

I will also warn you that if the server dies you lose all the backups, I'd guess google photos is gonna integrate better, be cheaper, and more reliable.
