Inconsistent Boot/Won't boot to windows

Built a new PC in January, went to install a new fan yesterday and the PC is no longer able to boot into windows 11. Before then it was fully functioning. If I keep starting/restarting it, maybe 1 in 10 times it will output video and reach the bios boot screen. 

 

Here's my specs:

RTX 3070 FE

Ryzen 5700x

ASRock B550M-ITX/ac

Lian Li SP850

ADATA Legend 850 LITE M.2 2280 2TB

2x8 GB T-Force VulcanZ DDR4 360

ID Cooling IS-55

 

Build is in a small form factor case. Here's what I have tried so far (in order):

 

Checked all the connections, all the fans spin and lights turn on upon pressing the power button.

 

Booting without the extra fan in.

 

Cleared the CMOS. 

 

Windows recovery mode - a few times it managed to reach this screen. I ran the troubleshooter and nothing happened. Also tried to boot from USB and repair, but none of those options worked.

 

Ran CHKDSK, no bad sectors found in my SSD.

 

Resetting the PC from Windows recovery mode - it reached the installation screen, got to 9% and the video output turned off. I let it sit for about 3 hours and tried restarting again.

 

I formatted the SSD with another computer and have tried to boot it from my installation USB to fresh install windows - when trying this it says "This PC doesn't meet the minimum requirements to install this version of Windows."

 

Change the registry to bypass checks. When choosing the drive it says "Windows cannot be installed to this disk. The selected disk is of the GPT Partition style."

I checked the cpu for bent pins, all looks good. This has been extremely frustrating to troubleshoot considering I can't even get into the bios consistently. Please help!
