First, some of my specs:

CPU: Intel(R) Core(TM) i5-10400

GPU: ASUS Dual GeForce RTX 2060 EVO

Monitor: MSI Optix G271 27" LED IPS FullHD 144Hz FreeSync

RAM: 16GB

OS: Windows 10 Home x64

I'm sorry, I'm not really good with technology. I've been struggling with a very weird problem for the last week and a half. I will link a video showing the problem.

Basically, some weird horizontal white lines start flickering on the top of my screen. This only happened when I opened Discord or very specific websites (like opgg), but now it started happening as well while I'm playing League of Legends, when I visit NVIDIA website, etc. It wasn't a problem some days ago but now it's getting annoying, and sometimes I'm trying to take screenshots/crops and it gets worse, to the point I cannot see my mouse moving. As I'm speaking, the white lines keep flickering while I'm on this website. On the other hand, I never seem to have an issue when I'm browsing other websites (like Youtube), or when I'm playing other games like The Sims 4. The lines also don't seem to appear when I clip videos with GeForce Experience, which is very confusing.

I cannot tell if it's a GPU or monitor problem, or anything else. This setup is maybe 3-4 years old and I've never had this problem. This GPU is barely 2 years old now.

I've tried so many things I lost count. Here is what I've tried so far, in order:

  • Unplugging and plugging the HDMI cable from my monitor
  • Unplugging and plugging th HDMI cable from my PC case
  • In "Device Manager", "Display adapters", I uninstalled the device (NVIDIA GeForce RTX 2060)
  • In Asus website, I looked up "ASUS Dual GeForce RTX 2060 EVO" and downloaded the VGA drivers and GPU Tweak, then installed both of them
  • In NVIDIA website, I installed "GeForce Game Ready Driver" version 546.65 (for some reason the newest one wasn't showing up)
  • The new version now showed up (version 551.23), I updated it
  • Went to my monitor's website, downloaded the INF file, went back to "Device Manager", "Monitors", installed the INF file so the monitor name would properly show up, and updated the drivers
  • In Intel website, I looked up my CPU (Intel® Core™ i5-10400 Processor), I downloaded and installed "Intel® 7th-10th Gen Processor Graphics - Windows*" and "Intel® Computing Improvement Program"
  • Still not working, so I went to the NVIDIA control panel and disabled Vsync. When it didn't work, I tried every other option (enabled, fast, adaptable, etc), and none of them seemed to work, so I left it in the "fast" option
  • A Google search suggested disabling GSync, but when I looked it up on the NVIDIA control panel, I didn't have the option to do so
  • Back in my control panel, I went to uninstall programs, and I uninstalled my latest version of NVIDIA graphics (551.23)
  • Went back to NVIDIA website, installed "GeForce Game Ready Driver" version 546.33
  • Didn't work, so I updated back to version 551.23, this time doing a clean installation

The lines are still present as I'm writing this, but they disappear the moment I scroll down a bit more. Any help is appreciated, I'll try anything that can help. Thank you very much.
