Throttlestop is locked.

I am trying to fix my cousin's laptop and for that, I need to have access to Throttlestop's settings, but all the settings in the FIVR panel are grayed out. How to fix this?

Microsoft owns my soul.

Also, Dell is evil, but HP kinda nice.

If you're running Windows 11, VBS needs to be disabled to give Throttlestop direct hardware access.

If that's not it, FIVR could be locked by the BIOS.

I sold my soul for ProSupport.

@Needfuldoer

That machine is running Windows 10 and I think I disabled memory integrity, that's all.

Then the BIOS may not let you poke at those settings.

You shouldn't need software like that to "fix" anything. It treats the symptom, but it doesn't cure the problem.
