Can't open event viewer

Whenever i try to open event viewer it always ends up like this

I've already tried doing:
-dism and sfc
-allocating full access to system profile to the log files on security
-starting it on services, this ones special since it says "Windows could not start the Windows Event Log service on Local Computer error 5: Access is denied"

 

one more thing, i never checked event logs until someone told me i should check it from time to time so this is the first time i tried to open it
