Budget (including currency): I'd like $1000 but could stretch it to $1100 if it means much better hardware

That's ok

You could save a bit with a 7600 non X and stock cooler, and get a beefier 650W+ PSU for future GPU upgrade, even now 550W is the bare minimum for a 250W 7700XT

Yes, if you can't go up to a 750W one (Corsair RMe for example)

Your motherboard is boring, this one has Wifi on board and is nicer :

Maybe a stronger cooler ?

The only thing I'd really change is the motherboard. Gigabyte for whatever reason has their lower end B650 boards feature limited to basically A620 boards, so if you can avoid them, you should. Spend the extra and get a board with WiFi.

Going for a higher speed memory kit might be worth it as well, though that might put you out of budget, and you can always gamble on overclocking the cheapest kit you can find.
