HELP needed setting - fixed priority setting for select apps

is there a way to lock in a fixed priority setting for select apps an functions on Ubuntu like i could on pop-os with the /etc/system76-scheduler/config.kdl i was able to edit an add some apps i wanted to run an keep after reboot at higher settings

an also adjust some existing presets

can this be done on Ubuntu an if so how ?

please give a step by step as im still very noobish in some areas with linux
