why can i control my exhaust fan when it is a 3 pin cable.

Plug it into a case fan header on the motherboard or fan controller, and you're good to go.

3 pin fans are still controlled, but they don't report their current speed to the fan controller, unlike 4 pin fans.

I thought 3 pin fans are still PWM, but don't report speed?

you'll have to set your fan header to DC in bios to control them. auto should usually do it but not always..

The front case fan. Dont show up in bios?

is that because i haven’t connected to motherboard?

All fans need to be connected to the motherboard or a fan hub to be controllable. If you are straight-lining power from the PSU you don’t have any control over fan speed.
