recently i had to change motherboards because my old one no longer works (thanks to my cat)

 

computer has been working fine for ~2 days, went to boot today and the mobo (Gigabyte Aorus Pro z690 DDR4 wifi) is displaying error code 96, and when i checked the instructions it said 96 = "assign PCI Device Resources". my keyboard/mouse wont light up and i wont get a display.

 

I tested by removing my GPU (MSI 3080 10gb) and then reseated the SSD (970 Evo plus) and booted with no GPU installed off the MOBO graphics, PC booted everything worked. Plugged the GPU back in and same error occured. I then plugged the GPU into another PC and that PC worked fine, with the GPU appearing in BIOS. 

 

i have uninstalled nvidia drivers and checked for the standard windows drivers, none of these worked and the mobo will still display code 96. i can still use the computer without the gpu plugged in, any help would be greatly appreciated.

 

Update: tried reinstalling Windows... still showing 96
