Gpu bottleneck help

I hope you are having a fantastic day.

I own:

 

Ryzen 9 5900x

asus X570-F gaming ROG mobo

16 GB of Crucial Ballistix 3200 cl 16 RAM

360mm aio cooler (Asio)

and I wanted to upgrade my GPU to be either 3080, 3080Ti (I would like it) or 3090 (I would love it).

the last choice could be a bottleneck and I am wondering, what happens if it bottlenecks? Will 3090 give me the worst performance than 3080 ( Ti or not) or can I just get the 3090 and be happy about it. The difference is in $50ish for all of these in my country.

80+ ratings certify electrical efficiency. Not quality.
