Because that guy disabled half of them.

why is the 7950x3d read as 8 cores in the task manager?

He may have disabled the other CCD so as to use the X3D CCD for his game.

He's running his 7950X3D like a 7800X3D probably because he wants to test the GPU and not have to worry about some of the potential issues of splitting the CCD and losing performance.

and in general when i get this cpu, i should do this for gaming or should i just leave all the settings default out of the box and play?

It would be pretty pointless to pay for a 7950X3D then turn off the reason for it being a 7950X3D , If you just game buy a 7800X3D , If you split your time between gaming and productivity then buy a 7950X3D.

im just a bit confused. if i do this ill have 8 cores or 16 cores to use overall? like when i enable the ccd thing in the bios

can i have all the 16 cores enabled with the cache thing? im sorry im really not that good when it comes to cpu knowledge especially the newer ones

Most games will use the 3d cache ccd by default but it sometimes has issues.
