pc boot only on second attempt

When I press my power button it boots but I get no signal and my keyboard and mouse don't light up, I need to turn off my pc then turn it on again then everything works fine can anyone tell me why this happens? I've tried everything I can think of power options, disabling fast boot, updated to the latest bios, making sure ram is seated correctly as my gpu and power cables.

r7 5800x3d

32gb 3200mhz ram 

2tb gen 4 m.2

msi b550 mpg gaming motherboard 

750w psu
