Before I share my problem, my pre-built computer's specs, that I bought, are: 

  • CPU: AMD Ryzen 7 5700 8-Core 16-Thread @ 3.7GHz -4.6GHz Boosted
  • RAM: 2x 8GB DDR4 3000mhz Geil Orion RGB
  • GPU: MSI GeForce RTX 2060 Ventus GP 12G OC 12GB GDDR6 GPU
  • PSU: 800W 80+ Gold Non-Modular Power Supply
  • Case: Corsair iCUE 220T RGB Airflow Mid-Tower Tempered Glass White
  • SSD: Western Digital SN550 1TB NVMe (rated for 2400 MBs read, 1900 MBs write)
  • HDD: Seagate 2TB 3.5"
  • Motherboard: Gigabyte B550 UD AC
  • Fans: 5x120mm Corsair LL120 RGB (2x white, 3x black) & 1x Corsair SP120 RGB
  • Heatsink: Corsair H100i RGB Platinum SE 240MM All-In-One Liquid Cooler

 

Backstory: I had a really old, crappy computer for about 7 years where all I did was work on my college assignments on it considering I'd be lucky to even have over 10 fps in a game I'd play. I bought a gaming computer to have enjoyment and entertainment. However, since I got the computer, I seem to have experienced tons of frame stutters throughout my journey of gaming, but I've never been able to resolve the issue. I've also contacted the seller that I bought the computer from and they ALSO had absolutely no idea what was wrong with it when I went through their troubleshooting methods -- especially benchmark testing, which resulted in perfect. My CPU and GPU are at an ideal temperature too. Mind you, I am not a computer person at all and I have no idea what I'd be doing if I took anything apart, so I'm hoping this is a software issue instead of hardware. 

 

Description of the problem: The stuttering seems to only happen in certain parts of any game. For example, in the Valorant menu, I have crazy tons of stuttering (high stuttering), but when I am not on the menu, the stutterings are magically gone; I can play a match in Valorant just fine with smooth performance. On the other hand, if I have Discord opened in the background while playing a match, the stutterings come back but are just much less consistent whereas when I'm in the menu (High to Low stuttering), which is crazier (with or without Discord opened). Another example is Resident Evil 4; I happened to experience some micro-stutters here and there at first until I moved further into the map where there were a lot of things going on (I was fighting a cult of semi-dead zombies or something), and it stuttered a lot more there (Low to Medium stuttering)

 

I rambled a lot here and I apologize but I wanted to be very specific about my problem because I have not been able to find help anywhere. If anyone knows the problem, please bless me with everything you can come up with. I'd wholeheartedly appreciate it.
