PC not booting

So I wasn't at the PC and started to ear noises was the PSU relay was turning the PC on and off every sec, so unplugged and changes socket, turned on okay, but then it's looping ok boot after dram yellow light turns on, I took all the rams off and GPU, plugged HDMI into the board and tested 1 ram stick in all slots, still no boot.

 

Any advices?

Take out all of the usbs and I mean ALL the usbs and just see if it powers on there.

All USBs are off only HDMI into board and no GPU, still loop on the boot
