With the 7800XT, you would need to upgrade your PSU to 700+, which would set you over budget for a decent Power Supply.

I recommend the RTX 4070 instead, given its comparable performance and no need to upgrade your PSU.

The 650gn is rated for 648W at the 12V rail. The highest measured transient spike of the 7800XT with standard BIOS is 305W. No way to get anywhere close to that with 5700X where the power draw rarely exceeds 130W and a 7800XT. It's getting close to fully utilizing the PSU and i would also suggest an upgrade there as well, but i'm sure initially it should be fine even when stress testing the system. Bronze certificate is not ok anyway in 2023.
