my gpu stops spinning when I go on one game but it spins when I go on amd app

This has to do with GPU utilization, if the gpu does not need much cooling for something, it will not spin.

What GPU do you have?
Most modern GPU's have something called ZeroFan mode, the fans will not spin if they are under 60-65c ( depending on the card ). This is to reduce fan noise and fan wear
If you check your GPU temperatures and everything is okay then you have nothing to worry about.
