Low fps in games

Hello i have an issue with my pc:

ryzen 7 1700

rx 5700XT

16gb 2666mhz ram (running 1333mhz because D.o.c.p. doesnt work)

asrock x370m pro4

 

i have an issue that my cpu+gpu sometimes doesnt do anything for example when i was playing far cry 4 a while back my cpu and gpu were at 40% and i was getting around 60fps on medium 1440p when i am supposed to be getting around 200 fps.

I hope somebody can help me resolve this issue.

1333MHz = 2666MT/s. Nothing wrong here. What's the brand and model of the RAM?

Vsync issue?

ram: patriot viper PE000564-PVE416G266C6KGY

turning off vsync didnt help and i have 240hz monitor

the photo was taken in like 5 minutes from starting game

Also tried running 3dmark where the gpu was at 80-100%
