The boot menu doesn't show up when you press F12 during boot? Were you smashing it repeatedly ? Because right now you're "windows", the boot menu should still show up regardless of Windows being borked as it is part of the BIOS when you restart.

Maybe the PC was just "sleeping" and thus skipped that part...

Remove the battery and press the power button without the power cord plugged in to dissipate the remaining power in it. Wait 30s before putting it back in and retrying.

 

Does the BIOS work? Can you mash F2 on boot to enter it?
