Should I overclock?

No. Enable PBO and that's it.

For context, Ryzen 5000 was run at redline out of the box thanks to PBO, the boost algorithm that optimizes both multi core and single thread performance. When running a static overclock, you will get you might get slightly more multi core score in certain applications (not always, my 5900X with a static overclock will be slightly slower in Cinebench when pushed to the limits and stress tested to my requirements) and a fair bit less single thread performance, so gaming performance will actually be worse.

If you do want to do something, you can tune the PBO parameters. The curve optimizer can give you a few extra percent (though this is impossible to stress test, so I'd personally just set something like -10 on all cores and call it a day), same with dialing in PBO limits. You might get an extra 3-5% performance uplift overall by doing that, so it might be worth doing if you just want to mess around with hardware.

I am getting a 5600 and I learned that I could overclock (I thought I needed the X). Should I overclock?

The main task for the computer currently is just gaming and web browsing.

Also, what's a good cooler for a 5600 that's budget under 40$. I was going to go with the Thermalright Assassin Spirit 120 V2, for around 20$ but I am willing to spend 20$ more for a little better cooler.

The reason I am asking is because I wanna get more performance out of my CPU on the daily, so not a crazy overclock that ill turn back dowm after a benchmark but one that I can just keep running on the daily.

This is going to be my first actual PC I have built with my own income. I am really exited and I want to try stuff out.

Thanks

No, unless you're really into overclocking / tweaking bios settings. Which you probably aren't if this is your first build.

Get a decent cooler and motherboard, unlock the power limits and enjoy.

So, what's a good cooler for $40 or less? The motherboard that I got was a Gigabyte b550m aorus elite ax.

Peerless assassin 120 or phantom spirit 120, ag/ak620 is an alternative incase those happen to be overpriced in your country

Absolutely should oc as 4.7-4.8ghz allcore is what most of these chips can do and the 5600 stock will run 4.4ghz only on a single core and a pathetic 4ghz on all cores so yea lots of perf to be gained

pbo is reccomended over static oc though i dont have any experience or knowledge regarding pbo though so ill just let someone else give some info on that, but if you do go for a static oc ~1.3v under load (1.35-1.4v with no llc) should be enough for 4.7-4.8ghz on all cores looking at other ppls oc results around the internet

Cool thank you, so all I have to do is go to the motherboard and turn on PBO from off to on.  Thanks

Cool, thanks for the info. So, my goal was to get a decent cooler that was under 50$ that could cool my system good and was quiet and could do some casual overclocking (PBO). Very good information on the coolers.
