Cannot Fix Screen Tearing

I have an LG 4k monitor that caps at 60hz with and Nvidia rtx 4070. I have tried everything I can find... I have set my games to match the native resolution and refresh rate, I have tried v-sync both on and off, and I have tried g-sync. I'm still experiencing screen tearing and I'm not sure how to fix it. What else am I missing?
