CPU stuck at 0.39 GHz

Recently faced this issue. Laptop is a Dell Latitude E7470 with Windows 10 Core i7 8 GB RAM. While it is plugged to a power source it works fine and when it is unplugged the speed goes down to 0.39 GHz and stuck on it.

It could be because it's trying to save power. Have you tried maximizing your power management settings? Perhaps trying to stress test the laptop to see if it boosts up to accomplish whatever it is you are doing? 

Seems to me that it's just trying to be as efficient as possible while saving your battery. If stress testing it STILL doesn't improve anything I would suggest checking BIOS settings and see if something is turned on there by accident (OC wise) and maybe RMA'ing it if it's really faulty.
