Why don't you spend less on the GPU and opt for AM5 so you have room for upgrades in the future. You can save a lot of money buying a used GPU if you're comfortable deal hunting. A 7800xt is not going to be worth your money if you're running it with a 5600x. Especially with a CPU intensive game like Cities Skylines, your CPU will be bottlenecking your GPU. I'm not super knowledgeable on AM5 stuff so I don't feel comfortable giving you build recommendations for that.
