Desk help

My current desk is an office desk, and there's metal beams covering under the desk spanning 4CM Long 2CM Thick, Would it be possible to still get a dual monitor stand and a cable rack?

 

My desks dimensions are 160CM Length x 85CM Width.

 

The  metal supports are welded together and I cannot remove them.

Course why not. Just mount the monitor arm to the metal bar with the clamp and for cable rack get one that isn't a solid block but can fit around the metal bar or inbetween.

Or why not just get the kind that sit on top the desk? (<--Example)

I just wasn't so sure because of how small the beams are, Do you have any recommendations on a cable rack like that? I've looked but the only ones I've found are crazy expensive (200+).
