Performance runs fans up to 100% - better cooling but louder when fans going faster.

Quiet mode runs fans to a limit, say 50% - quieter but card more likely to get hot and throttle performance.

The switch adjusts the core clock speeds and fan curves for either more performance or quieter noise by reducing core clock speeds and fan speeds.

This is more often than not not the case. These days its a fan curve preset only. 

 

That being said if its a relatively high end card with a good cooler, feel free to leave it in Quiet mode.

Then what about modes that graphics card manufacturers give like OC mode, gaming mode, quiet mode, etc?
