At those settings, you'll be entirely CPU limited, so the graphics card likely isn't the issue.

 

How inconsistent is your framerate? From what I can find online, the 3700X should be able to get around 240fps on average, but the 1% lows will be around 120fps. So as long as you only experience FPS dips on occasion - during fights or respawns for example - then that FPS range is normal and expected.

 

Here's a recent video from someone using a 3700X at low settings with an RTX 2060. Is this what your framerate looks like in game? Or is it worse than that?
