DDR stands for Double Data Rate

Task Manager is sometimes weird but 1600 is correct, 1600x2 = 3200mhz

Task Manager doesn't read frequencies correctly, especially on older hardware. What does something like CPU-Z say? 

 

If CPU-Z says it's doing 1600MHz, then it's at the right speed because RAM is double data rate (the 1600MHz translates into 3200MT/s). Task Manager reads the data rate but says the frequency (usually, again it's pretty frequently just wrong).
