Graphics Card broken?

Hi,
I have a PC with an Intel 9700k and a 2080 Super GPU. The GPU runs fine in every game, getting the expected framerates except in Ark Survival Ascended. In ASA I cant get over 20fps even with the lowest resolution (640x480), lowest graphics settings and DLSS on Ulta Performance. While ASA is a very demanding game (and completly unoptimized) and my GPU isnt the newest anymore, this cant be right. My drivers are all updated, I disabled all ingame overlays but the performance doesnt change. I also ran some benchmarks to see if my GPU is broken, but my GPU is performing as expected in all Benchmarks and every other game.
Does anyone have suggestions what could be causing this?

It seems to be a game issue.

Just yesterday I installed Shadow of Tomb Rider on my pc and it refused to start, no matter which settings I put in the pre-loader. Then I found that I had to fully allow the game in the firewall for some reason, after that it ran perfectly.

It could be about the same for that game, often different sellers (Steam, Origin and others) puts different settings on the game that makes them not run properly, try looking for a specific solution on the store where you bought it.
