Weird GPU Fans

I have a GTX 1660 Super Gainward Ghost but my gpu fan is weird, one fan turns on normally but the other one doesn't work normall so when I play games this abnormal fan suddenly turns off at 1700 RPM and after a while after not playing the game the fan turns on again that arround 1000RPM , do I have to replace the fan?

Try removing the graphics card pcie Power and plug it back in and see if that works ?
