First some background. I've been building PCs since XTs and ATs and DOS were a thing. I only have seen this issue a couple of times and it was cleared up by installing new RAM.

Here's my issue: Of course, this is happening to my PC, which I use only to perform shows (a visual artist cosmicgoo.com). And it happened just before a performance. 

On pushing the power button the system lights up and fans start spinning but it doesn't post(you can't go into bios). A minute or so later, the system restarts and repeats. That night it would not start and I lost much needed revenue. When I got it back to my shop, I did what most of you would do, I removed all peripherals, graphics card, video capture card, ram, cpu and cleaned the motherboard. I installed new ram when I reassembled it leaving out all peripherals and the video capture card, and I get the same boot loop (sometimes), it will loop maybe 4 or more times the boot correctly and run flawlessly. On restarting it, sometimes I get the loop sometimes it starts no problem. When I start every morning since, it always starts,  but sometimes with the boot loop, sometimes right away.  However, since covid, I haven't been employed (except for occasional visual work) and can't obtain another cpu or motherboard for further tests. 

I'm running an lga 1151 i7-4790k cpu, 16 gb of ram, a Nvidia 2060 on a windows 7 64bit os(my visual software doesn't play well with windows 10). 

If any of you have thoughts or suggestions, l'd appreciate the input.

if it's work related then have backups. don't let a whole business hang on a single machine working. ACDC doesn't show up to a concert with just one guitar and hope it works.

probably the board itself.

inconsistent boot behavior when zero changes are applied (aka you just hit reset until it works) shows a problem with initialization which is something the board/firmware has to do.

now yes , a faulty component could do that. but it's not typical that a component fails to start a machine AND ALSO works perfect once started. so to me that says the board is bad , maybe psu.

one thing you could check is the cmos battery to see if it's dead and just resetting the bios all the time which could yield a weird boot.
