CPU is a 5600H in a Lenovo ideapad gaming 15ACH-6

For the past couple months I've been having an issue with my CPU randomly dropping to 0.4 GHz, even though its nowhere near overheating. Before the issue it would slow down to .4 GHz at 80 degrees, which is the max temp Lenovo put in place. Then it would drop at 60 degrees, I eventually repasted thinking it would fix but now it drops randomly at 60-65 degrees still. My GPU also doesn't even come close to overheating either so my heat sink is working.

This doesn't make sense to me.

When hot, the cpu could throttle to maybe 2500MHz.

400MHz sounds more like idling to me.

Oh, ever since i got this laptop which was about Christmas day 2021, it always slowed to 400 mhz when overheating.

Also something i forgot to mention in the original post, my laptop idles at around 45-48 degrees, is that normal? I know that this a laptop and doesn't have the best cooling but even while doing nothing it idles at 45 degrees.

My laptop with a Core i7-10750H idles just below 40°C where the fans turn off on battery, but plugged in in silent mode, it idles at around 45 degrees too. When the screen is off and only Spotify is playing music, it drops down as low as 35°C.

What is your power plan? Try setting it to maximum performance

I have it on max, with turbo boost turned off though as it just ramped thermals while providing 2-5 more fps. I always have my laptop plugged in as I never have to take it anywhere. Also randomly it went past 65 without slowing, I am confused?   image.png.46be6a850b304a290146fa990f0ce91d.png

I wouldn't set the minimum processor state to 100%. I always set it to 0% as it allows the CPU to idle, but your problem seems to be that it's always at idle frequency. Could you download HWInfo and show the sensors page? There should be a section where it mentions what is "throttling" the CPU. (this is on my laptop with an Intel CPU, but the section should be there on AMD CPUs as well)

You could also try tp go into the BIOS and look at any power or thermal related settings.

Picture attached is the thermal throttle section, I don't know what info to get out of this though.

I have been through my BIOS many times, it so locked down though, I cannot change any thermal or power setting. Also I know that this CPU has a 45W TDP but I've never seen go above 20W in the time I've been recording info since this issue started. Is that normal, could Lenovo limit my TDP?

I was looking over the screenshot I sent, and in HWInfo it says my motherboard Prochot is overheating but not the main one. Is it a MB issue then?
