Does reinstalling Windows reset registry?

Hi there, I just swapped in my new motherboard, CPU, and RAM, and went from Intel to AMD. From what I’ve found, windows will still run okay, but won’t be as fast as the registry is slightly different for both AMD and Intel. With the reinstall option within windows itself, would that completely rebuild the OS from the ground up, and therefore the registry so that my CPU doesn’t run into any performance issues and keep running on my old Intel registry? 

 

Sorry if this is a stupid question, I know literally nothing about how windows is built.
