There's room to shave some $ off with less/slower RAM, a cheaper PSU, mobo, etc. Unless your budget is that tight I wouldn't advise going much lower though, you seriously sacrifice your ability to upgrade things easily later (with this setup you can easily plop in a 14th gen chip and a dGPU later down the line if you need/want them).

Heres a reference list since everything is mostly used

 

Used 3600(x) should go for around 50-60$ used, same goes for used b3/450 boards, used 5600(x) can go as low as 80$ but depends on if you think the extra cpu performance is worth it or not

 

Gpu wise photoshop doesnt seem to need anything particularly beefy so i guess you can get away with some dirt cheap polaris card like the 580 which you can get for around 50$ or lower nowadays depending on how much vram you want, itll still be miles ahead of an igpu

 

Psu wise basically any used 400-600w unit at the 10-20$ mark will do though you should send some screenshots here to verify so you dont get a decade old unit or a dual rail pos, as long as its <7yo (pref <5yo) and the single 12v rail is within 100w of psu rating you should be fine

 

Case wise yea dont waste your money here, just buy some cheap 5-10$ used case or dumpster dive one

 

Irl you are looking at around 250-300$ with this kinda build which is pretty damn cheap for what it is
