What is this even on, as its positioning relative to other components is pretty useful for figuring out what it is. 

 

That said, this is almost certainly a SMD capacitor of some sort. Based on the markings, I'm gonna guess it's probably a 330μF capacitor rated at 12V, though since Google isn't helpful with the markings I'm not sure 100% how to read the product code for that info. You should be able to figure out that info though based on positioning and what it's intended to be.

It's just a capacitor. Unlikely it's a problem and it's pointless to measure it in circuit.

If there's a problem with that power circuitry it's more likely to be a MOSFET or controller around it. That controller at the middle/top seems to have rework marks already.

The cap would likely be between ground and a rail, so having that rail's voltage across it is normal.

It's very unlikely a power rail cap is a problem unless it goes short, which obviously isn't the case here.
