Budget (including currency): $1000

Country: USA

Games, programs or workloads that it will be used for: GTA 5, RDR2, Starfield, Elden Ring, Blender, Unreal Engine

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc):

Playing on a TV instead of an actual monitor, I have a used rtx 3060ti from my last pc that broke so I could probably use that and I already have ram although its not ddr5, if there's a better gpu I can get within the $1000 budget then I'll just give the gpu to my brother

also looking for prebuilt options to compare what difference it makes at a $1000 budget

I would absolutely try a PSU replacement first. Helps that PSU rarely goes on sale.

Best Buy always have a Corsair RM-e series PSU on stock and thats really one of the few METAs for ATX 3 PSU even with its downgraded guts compared to the RM-x series. RM750e is more than enough of a PSU for any hardware in this price bracket.
