OBS Audio stuttering with capture hardware

I have a second computer that I'm looking to use as a streaming/recording machine, but I cannot get the audio to work correctly. I have my gaming machine set-up to output HDMI video and audio to my secondary machine, through a Razor Ripsaw (the older one from 2016), and the video looks great using the encoder in my GTX 960, but the audio is inexplicably choppy/stuttery.

The system I want to stream with:

- Ryzen 2700x

-2x8gb 3200MT ram

-GTX 960

-NVMe storage

-Razor Ripsaw using an HDMI connection for audio/video

I thought this might be an entertaining thing to get into, even just making YouTube videos, but the audio stuttering makes this unworkable. Clearly many people use OBS, but this audio problem seems whack when the video works fine.

My Current Setup:

AMD Ryzen 5900X

Kingston HyperX Fury 3200mhz 2x16GB

MSI B450 Gaming Plus

Cooler Master Hyper 212 Evo

EVGA RTX 3060 Ti XC

Samsung 970 EVO Plus 2TB

WD 5400RPM 2TB

EVGA G3 750W

Corsair Carbide 300R

Arctic Fans 140mm x4 120mm x 1
