75W limited 1650. Good luck finding them in a reasonable range on used market.

Should be fine *edit this is coming from a former user of an HP Compaq Elite 8200 SFF Intel Core I5 2500 with a GTX 1050 installed. In most games it wasn't until the RTX20 series that we finally got GPUs that actually needed PCIE 3.0.

It's not, it will be fine. This is one of the fastest GPUs I would recommend for that CPU, and the power budget should hold. It should be fine, just don't expect to be doing VR or Starfield with this.
