Definitely switch to the R9 card, much better performance, only real limiting factor is your power supply, what power supply do you have?

Also the R9s blower design is a lot noisier

Which R9 390 is it? The 8GB or the 4GB one? If it is the 8 gigs one, definitely upgrade. Not only more VRAM but benchmark results do show it faster than the 1050 Ti. One sad thing is that the driver support is I think ended but not for the 1050 Ti I think, but that shouldn't be too much of a problem.

 

Edit- For Windows 11 support, I couldn't find any drivers for the 390 for Windows 11, but the Windows 10 should work for Windows 11.

the r9 390 is a better performing card than the 1050 Ti so you should switch to it. However, the r9 390 requires more power than the 1050 Ti, so make sure you're PSU can handle it. As for Win11 support, it seems the Win10 drivers are the only ones available but they should work.
