Has anyone experience windows 10 working and the next moment the mouse starting to act out? The programs on the computer doesn't open when clicking on the icon only when you hover over it can you open programs that are open. If you restart the computer it goes to the blue repair screen. Does anyone know what is happening?

no, but the mouse thing could be a usb issue:

 

list all usb devices you're using 

 

list all usb 3 devices you're using,

This could be numerous things from your Storage drive (HDD or SSD) to a RAM issue, you might want to run any onboard diagnostics you might have (If its a Dell, HP, Lenovo, ect..)  If its a custom build that might be a bit more of a challenge, so if you have a second PC you can install something like Hirans boot CD or something to do some hardware testing that might be worth it. Or even just install medicat and do a Windows check as well to see if there is something with the install that's an issue.

 

However, I have seen similar issues to this before with a failing storage drive. so that would be the item I check first.
