Weird issues with windows/pc

My pc has a weird ass problem, sometimes when I boot opening steam after 5 mins of idle it takes like 30-45 seconds and if I close it and open it again it’s 30-45 seconds 

And same with the emulator

Then I can do the same after a restart and the both open within 5 seconds multiple times, 

I think somethings happening when the pc boots that is effecting sometimes but I can’t figure it out 

Any ideas ?

First of all, this should be a question posed to the Operating Systems / Windows sub forum maybe.

Second, I think that may be normal activity, as a Restart may hold the programs already loaded into memory... vs. a cold start from Shut Down. If I understand what you are describing.

I can think of other hardware features that enable fast loading, such as Intel Optane Technology
