Should I get this oc gpu?

The CPU not being able to overclock doesn't affect the GPU.  The OC models are clocked slightly higher and maybe give an extra frame or two at best.  You wouldn't notice any difference between the non OC and the OC.

The difference between the OC model and the non-OC model is that the OC model should in theory run at a slightly higher out of the box frequency. In practice with GPU Boost being a thing, it's not unheard of for them to still run at the same frequency. This doesn't have anything to do with whether your CPU is enabled for overclocking, all this is is a slightly higher stock frequency, or in other words the GPU is pre-overclocked.
