high cpu usage

Are you using any MSI Control software? Uninstall it. Some MSI programs have a bug. They can set the power limits very low. This will cause power limit throttling. This type of throttling is not the same as thermal throttling. 

 

Run ThrottleStop. Open the TPL window and watch at the top if the power limits are changing. You can use ThrottleStop to lock the power limits if this is the problem. 

 

Post some screenshots if you need help. 

 

 

i have a i7 10700k and its been going from 4% to 100% after every second it also lowers the cpu speeds when at 4% and goes up when at 100% 

i reinstalled windows because of the same issue and nothing happened going into safe mode did lower the cpu usage but the speed was set to 3.2Ghz 

thermals are fine i even reapplied thermal paste 

i did buy a sketchy psu and its been working for 3 years 

motherboard msi mpg z490 gaming edge wifi 

cpu i7 10700k

gpu 3070 ti

I know you're new here, but we're going to need MUCH more info to have any chance of helping you in a timely manner.

  1. Read this before asking for help and update your OP with all of the details it outlines
  2. What is the history of this OS... i.e. did you swap this drive into a new computer?  Did you replace a component and now it's doing this etc.

Thermal throttling should NOT cause the CPU spikes like you showed.

  1. Is Windows all-the-way up-to-date?
  2. Did you install all of the latest drivers for your motherboard from MSI's website

there is no new windows updates and i installed most recent bios update which is version 7c79v1c but nothing has changed also when the cpu goes to 100% multiple applications change from very low power usage to very high
