We used to mess around with this sort of stuff back in the late 2000's.  When the NH-D14 came out in 14 we mounted that thing on a GPU as well.
Its will work if done right and the other components like VRM's etc have heatsinks and kept cool with extra airflow.
Is it recommended?, Absolutely not.  So many things can go wrong, mounting pressure directly onto the GPU die is sketchy as its very easy to crack the die itself.

Since GPUs don't have any lid/IHS, its easy to track the die if you're not careful when mounting any cooler. The factory coolers on GPUs usually have stops on them with springs on the screws to provide sufficient pressure, but otherwise hard mounting any cooler can be dangerous. Its a major reason why CPU have IHS, even though they're detrimental to the thermal performance of the part, its better than selling them delidded and having people crack them constantly.

 

Depending on the factory cooler, you could modify the internal plating on the rest of the card to maintain its original heatsink, if its separate from the primary GPU heatsink. This was something I did with a maxwell series GTX Titan X with the EVGA ACX aftermarket cooler (there were no AIB models of the Titan X but EVGA had a replacement ACX cooler). Now I didn't use the primary heatsink, but I used the front and back plates to sandwich the card that would cool the VRM+RAM passively. I only had to slightly modify it to allow a Kraken G10 and CPU AIO to mount.

I've done this for years on several different GPUs, mostly 780ti's, 980's, Titans, 1080's, etc. Haven't used the G12 model, since the G10 was the version sold at the time. Harder to argue for when there's first party hybrid/AIO cards now, which weren't available at the time.

Builder/Enthusiast/Overclocker since 2012 with a focus on SFF/ITX since 2014.

Is it compatible with Asus Phoenix GTX 1650 GDDR6 OC V2 (link to specs: https://www.techpowerup.com/gpu-specs/asus-phoenix-gtx-1650-oc-gddr6.b8404). If not, is there something that works similiarly for Compact cards?
