So as of right now i have the asus rog strix 3060 i dont think i've had issues with it before but this kinda seemed to pop up one day... i think as of right now the reason the light starts blinking red is after i restart the computer or take it out of sleep mode because i noticed this started happening after going into sleep mode so what i did is turn off the psu and turn it back on and it was gone but after another restart it came back i turned off the psu again and now its time to wait and see if it happens again, is this a normal issue? I do have something activated in bios i forget the name but its so that your computer doesnt turn on when clicking on the keyboard or like moving the mouse, etc..

 One possible solution is to turn off the switch of the power supply and unplug the power cord for a couple of minutes. The, reinsert the power cord turn on the switch and power up the system. You can also try using as many separate PCIE/VGA cables as required from your PSU to the Card.

Have you tried turning it off and on again? Maybe Restart it?

right but that doesnt solve the issue of when restarting it starts blinking...

I see, sounds like more an issue with the PSU then the GPU itself. You can try checking to see if the PSU is providing enough power to your GPU. You can also try updating you GPU drivers and BIOS. You could also maybe try Undervolting it if you are particularly adventurous.
