Question about CS:GO cooldown system

Are the griefing and competitive cooldown systems two seperate entities that have their own cooldown tiers? There is no mention of it anywhere in the FAQ about CSGO's cooldowns but these threads say otherwise with 0 proof. Offender 1 and Offender 2.

If I remember correctly, they are two different timer entities. Tho, optimally you should rarely have 1 of them, not to mention both of them haha.
