At what budget? Really i agreed that i would just go and get a whole new PC, the 9650 is just a fun overclocking homework nowadays.

Yes, 1050Ti would be about the most I would put in that machine.  50 is fair, as it gets you back to doing things.

1050 TI requires external power from the PSU and a 300w PSU is not usually well equipped.

Some do, some don't.  I would assume he would find one that fits his build.
