OBS: really high CPU Usage even without CPU encoding

Hi, I have a (ok honestly isn't the newest machine ever BUT you can see in Task Manager what kind of computer is:

The problem is while I'm streaming: I have an Avermedia LIVE Gamer Mini capture card (usb3), OBS is set up with NVENC encoding both in record and in stream. CPU load is pretty high and with no apparente reason since on the PC is running just OBS and a couple of other programs, as you can see in screencaps below

 

No lost frames, but the streaming sometimes isn't smooth..
