So all computer hardware has a certain degree of bottleneck. One of my recent computers has a fairly large one (GTX 1080 with an i5-8500T, yes T-Model). Apart from a weak CPU, what other things contribute to game micro stuttering? Can RAM clock speed affect it? Speed of the SSD perhaps?

Also I wanted to go into deeper understanding and discussion about which CPU specs should I look out for on paper? Specs that help mitigate micro stutter... for example do those L1, L2, L3 Cache specs affect micro stutter? Cores? Threads? Hyper-Threading?

The i5-8500T is a 6 Core 6 Thread but it has fairly low Clock Speed, fairly low amounts of Cache and no Hyper Threading.

I have an M.2 2228 SSD but it's not a PCIE M.2, it's a SATA M.2, which is fairly slower (500MB/s Transfer Rate vs 1500-2000MB/s Transfer Rate).

I want to keep the GTX 1080 for now, I mean I have a 75Hz 1080p monitor and I'm quite content with it for that refresh rate and resolution.

The Micro Stutters are what's bothering me. When there's a good amount of action going in Wo Long: Fallen Dynasty I get pretty bad slow downs. What would you recommend in my situation?

Budget Gamer at heart.
