You can buy a KVM switch that's entirely hardware. Does it need to be software specifically?

Basic, two-machine KVM switches are hardware. There's nothing "FOSS" about them, unless you go full RMS and refuse to touch anything without permissively-licensed firmware source code. 

 

If your workflow depends on having both monitors running simultaneously, flipping back and forth with a KVM may get annoying quickly. In that case, I'd connect the monitors straight to your PCs and just use the KVM switch for your input devices.
